Meet Dr. Philip Carney
Dr. Philip Carney brings over two decades of experience in the education sector, having served as a teacher, assistant principal, principal, district administrator, professional coach, trainer, and consultant. As the owner and lead consultant of Connect-Ed Solutions, he specializes in providing small and large group training, professional coaching, program evaluations, and strategic advice to educational systems, non-profit organizations, and businesses. Dr. Carney is a recognized leader in designing, creating, and providing impactful training experiences in various settings, including schools, districts, corporate environments, and non-profit organizations. He is is also among the foremost trainers and consultants dedicated to supporting educational institutions in their successful adoption of Restorative Practices, Restorative Discipline, Positive Behavioral Interventions and Supports (PBIS), Multi-Tiered System of Supports (MTSS), employee conflict resolution, program implementation, cultural improvement, and strategic organizational development.

Before establishing Connect-Ed Solutions, Dr. Carney held the position of Restorative Discipline Coordinator for the North East ISD, where he spearheaded the implementation of Restorative Discipline at both elementary and secondary levels. As the Principal of Ed White Middle School from 2010 to 2015, he led the initial effort to introduce
Restorative Discipline in a traditional Texas public school. Since the inception of this initiative in 2012, Dr. Carney has gained extensive knowledge and practical experience in integrating restorative discipline into school culture and practices. He has shared his expertise through presentations, trainings, and discussions throughout Texas, engaging with teachers, administrators, superintendents, the Texas Education Agency, and the State’s Commissioner of Education.

Beyond his pioneering work in Restorative Practices, Dr. Carney excels in providing dynamic and engaging training in classroom management, MTSS, PBIS, strategic planning, and professional coaching. His approach is characterized by a unique blend of evidence-based strategies and practical insights, aimed at creating environments where educators and students alike can thrive at the highest levels. Dr. Carney's expertise in these areas is grounded in a deep understanding of the challenges faced by educators in today’s diverse and challenging educational settings.
Through tailored training sessions and one-on-one coaching, he empowers teachers and administrators to implement effective classroom management techniques, develop and execute strategic plans, and enhance their skills in MTSS frameworks. In 2019, Dr. Carney successfully completed his doctoral studies in the Cooperative Superintendency Program at the University of Texas. His doctoral dissertation, titled "The Participation of Elementary School Teachers in Restorative Practices: Enhancing Community and Connectedness," showcases his commitment to the field of Restorative Practices and it’s implementation at every level of an organization.
